Missing Middle L.A.

With L.A.’s median home price exceeding $1 million, homeownership is out of reach for most Angelenos. Today, just 36% of L.A. residents own their homes. To help address this challenge, City Planning launched Missing Middle L.A. in 2025, an initiative designed to encourage the development of accessory dwelling units (ADUs), duplexes, and small-lot homes. By expanding these housing options, the program aims to increase homeownership opportunities and grow the supply of attainable housing.

Proposition 37 - The California Middle-Class Homeownership Act

Proposition 37 - on California’s November 2026 ballot - would create a new state homebuyer assistance program to help middle-income Californians purchase newly-built homes (or newly converted residential properties). The measure would authorize up to $25 billion in revenue bonds to fund fixed-rate second mortgages for eligible buyers and allow buyers to purchase a home with as little as a 3% down payment.
