As a registered lobbyist, Mr. Franco is responsible for representing
the concerns of CCA’s members to various government agencies
such as the Los Angeles City Council, City Commissions and Boards,
the LA County Board of Supervisors and other State and Federal elected
officials.
Prior to joining CCA, Mr. Franco worked for an LA-based Hispanic-focused
advertising agency specializing in event marketing and strategic
programs and initiatives for the Southern California Lincoln Mercury
Dealers Association. Franco worked to enhance dealer relationships,
provided key information and managed recognition and elevation of
the debut of Lincoln focus vehicles Navigator and LS in their successful
launch into the Hispanic market.
Prior to working for Lincoln Mercury, Mr. Franco worked for transportation
giant, United Parcel Service (UPS), serving in various capacities
in Operations, Government and Community Affairs, and Business Development
in Downtown Los Angeles and the San Fernando Valley.
Mr. Franco’s work in legislative issues began in 1988 working
in Washington DC as a staff-member for now-retired U.S. Congressman
Esteban E. Torres.
In April of 2003, Mr. Franco completed a three-year term on the
Transportation Commission in the City of Pasadena, California. As
Commission Chairman, Mr. Franco focused the commission on transportation
safety and education. In 2004, Mr. Franco began serving as a civilian
member of the Pasadena Police Department’s Discipline Review
Board.
Mr. Franco attended Mt. San Antonio College and California State
University, Los Angeles studying marketing and public affairs. In
addition, Victor holds a certificate from Loyola Marymount University
and the American Association of Advertising Agencies (4A’s)
“Best and Brightest” program.
Victor, his wife Luisa, and their children Melina Gabriela and Joaquin
Antonio, reside in a 1919 Craftsman home in the Historic Uptown
District of Whittier, California.
